Does it capitalize names and places?

Yes, for common ones. The proper nouns panel under the buttons keeps days, months, places, abbreviations such as NASA and brands such as iPhone, and you can add your own words. Names it does not know are lowercased, so check them after converting.

How does it decide where a sentence starts?

A new sentence starts after a full stop, question mark, exclamation mark or line break.
